General Astronautics designed the Urania expendable launch vehicle.
 
 Germany

The Aerospace Institute of the Technical University of Berlin designed the Neptune concept of heavy-lift launch vehicle.
DSL is a partly reusable two-stage-to orbit concept designed by DLR, the German Aerospace Center. Not updated since 1997.

Bristol Spaceplanes Ltd. designed the Ascender, Spacecab and Spacebus spaceplanes concepts. (X-Prize candidate).
CooperShip Industries. Domain name apparently rescinded.
Green Arrow, a single-stage manned suborbital vehicle. (X-Prize candidate).
Reaction Engines Ltd. proposes to develop the Skylon air-breathing single-stage-to-orbit spaceplane. (U.S. mirror site).
Starchaser Industries Ltd. plans to develop the single-stage Thunderbird manned suborbital rocket. (X-Prize candidate).

IL Aerospace Technologies

Air Launch Aerospace Corp. (Vozdushnyi Start) plans to release the RKK Energiya Polyot expendable launcher from a modified Antonov 124 carrier aircraft.
NPO Molniya is still proposing its MAKS multipurpose air-launched mini-shuttle.
Suborbital Corp. proposes to develop the Cosmospolis 21 manned air-launched suborbital vehicle released by a Myasishchev M-55 high altitude research plane. (X-Prize candidate).
